    in my experience the tender process is often one which is done because of a requirement from a procurement department not because they're really looking to hire the best service. It seems to me that work is put out to tender in order to demonstrate a degree of fairness (particularly govt work). But fundamentally the process is unfair. It is biased toward existing contractors, medium/large groups and those who have already "worked their way in".

    To be honest the tenders we have gone for appear to have been already awarded before hand. I've come to see it as a process which is seen to be done but doesn't actually influence the outcome.

    Therefore we've stopped bothering submitting to calls for tender.
