Never ever acceptable. If you want to use a "cartoony" font, make your own or use one of the thousand of better fonts out there. It is truely truely horrible, akin to a war crime.

I always remind people that the guy who created comic sans, is a highly respected type designer. He now works at Dalton Maag, one of the best type customisation/design practises:
