  I think it just happens after you site has been online for a long time and Google has successfully crawled the majority of your site... You can edit what links it shows through a Google Sitemaps account too, quite a nice tool!

  theyre called "site links" and google assigns them automatically - usually you need to be a manufacturer etc to qualify.

  in wembaster tools you can remove but not add them ;(
