6 hrs..... Depends on the detail and the artist. I would say no.

the tattoo will be on your skin forever. you should focus on quality, not price.

Sleeves have more surface area than you think. My half sleeve took ~20 hrs - it's pretty detailed, but generally custom work will take longer than you think. Unless you're getting something stock, or something very simple, I don't think it will take less than 10 hrs.
$150 seems pretty steep, but if you're spending ~$1000 the artist will probably knock the rate down a bit (the difference should go towards the tip anyway).
Also keep in mind that no artist is going to be excited about working around your small budget - save your money until you have enough to do it right.

I'm finishing up getting a half sleeve now, which will end up totaling around $900. My other arm was about $2200ish for a full sleeve (different artist/shop...more detail)....so yea, you're right in the ballpark. The half sleeve has been about 9 hours in so far (another 4 or so to go), so don't plan on a 1/2 sleeve being done in one sitting. And yea... don't forget to tip. I tipped dude $100 or so after the second session for the half sleeve, but I'll probably give him more when it's all done. I have no idea if that's average or not, but that seems like a good tip to me.
