I know you can have selectable text in flash sites that you can copy and paste from.
Does this mean that search engines can scan the text in the flash?

no and maybe - depends on how the swf in constructed. some bots can read inside a swf and if yr text is hardcoded then it could read it. does it have any SEO value? No

best to use noembed or noscript to display a plain text version of your site... think along the lines of an accessible website circa 2002 :)
