If you are prepared to crash at backpackers hostels you can travel anywhere pretty cheap and you meet heaps of cool people. Are you going with a friend? Maybe plan a road trip across Europe by coach and train and just buy food from supermarkets instead of restaurants and travel light.
Depends what kind of holiday you want I suppose...

the cheapest way to travel is to hitchhike and carry a sleeping bag, jump trains and shoplift food. I've done it, its pretty rad, but not for everyone.
