Well... okay.
That is one shitty statute. To their credit though, we used to drink under a statue of Henry Clay.
It was a much better statue however and checking on Wikipedia this just made me actually laugh hysterically:

Remember how in high school/ college there was always that one guy who was high pretty much constantly, but was also a completely productive member of society. Usually also the person who sold drugs, but at the same time lived a pretty normal life. I wonder what happened to that guy.

i once read that a bunch of high school students in california (1970's) started using it and it somehow trickled down over the years.
