Well... okay.
That is one shitty statute. To their credit though, we used to drink under a statue of Henry Clay.
It was a much better statue however and checking on Wikipedia this just made me actually laugh hysterically:
"Located on South Second Street, high on the hilltop overlooking the south side of Pottsville is the Henry Clay Monument. The park is relatively small with no benches or recreational equipment or fields. A larger park was originally planned to be built around it shortly after its construction, but it never materialized."
