Depends. If it's not your style, tell them to shove it or pay through the nose. If you do that kind of thing, just charge a straightforward hourly rate based on your design fees (a little cheaper, since it requires less thinking).

Fuck "non profit"... its a business, even its in the business of being a wet flannel. I give no head for doo goody bullshit set-ups that try to save the Alpaca-flea by screwing me out of my mortgage payments so they don't have to spend their government grant. Fuck em. Charity? Fine... Expect Rush Job quotes from me.
I wouldn't do it for less than 10 pounds sterling. If there were more than a hundred people to draw, I would demand a 2£ surcharge. UP FRONT!

Okay, well, I wouldn't do it personally but I would guess they would expect to pay £200 / $400 but it will kill them to do even that probably.
The trouble with doing jobs for people who don't make money is that even when you stoop to a ridiculously low figure that is way below your time and effort, its still too much for them to pay. I would be wincing about having to draw 15 faces for a paultry 200 smackers, and they in turn would be wincing about having to stump up what seems to be a small fortune to them.
There is no happy middle ground in this kind of situation. Feign illness.

Even the $400 is very generous to them given how much time it will take you to make these things. $100 each is still dirt cheap, and a deal for them. Respect your time. Make it worth your while or find a student who wants to pad their portfolio.

haha 400$.. ? for 15 illustrations? fck that. it'll be a full days work just getting everyone organized and portraits photo'd for reference.
like aurthur said even $1500 for all is stupid cheap. i'd imagine with all the prep & post you'll be putting 3-4 hours into each portrait.
i wouldn't do it for less than $150 each.

Don't give them a break. I am currently working with a (pretty successful) NPO and dealing with the prez of the company. He says that every dime they make MUST go back into the company. What that means is that it's all a tax write off, so charge away. My two cents...

i dunno about 3 - 4 hrs each, but it would be time-consuming. I'm drawing portraits today, not terribly unlike the example above, and I'd estimate 1.5 - 2 hours each. I'm sure as hell getting paid more than $150 each though.
Nonprofit is a different story. Do the job only if you really want to, because you sure aren't doing it for the money.

15 people? You know the time involved will be pretty great. I would say no less that $100 per person. And that is still f-in cheap.

Doing a gig like this can be great for your book. If you REALLY need it. If your past the stage of- desperately trying to get legitimate shit into your book- then don't waste the time.
It's been my sad experience, that most my early jobs didn't garner me anything I wanted to put in front of anybody. I had to create the good shit on my own time. (Nobody at the time was willing to pay for it.) In other words; I wouldn't have put myself in a decent position without the freebies.
And If money isn't the going concern, definitely don't fuck yourself on time.

FYI- Non-profits generally are more profitable than "for profit" businesses, they simply take advanage of tax loop holes and show break even at the end of each taxable fiscal quarter.
Their board members and employees on average make more in salary then the average for-profit businesses, "don't believe the hype"!!!

tell you what, my agency did some non-profit organization work once. what a fucking nightmare. I was the lead on the project and I wanted to kill myself.

its a good gig for an young illustrator really wanting to plug and sell a specific style in their book...
but if my memory serves me correct; traut you're also doing photography and design and painting... so really ask yourself, is it worth the trouble?
