I have a client asking if a site I did for them is "search engine optimized" -
- other than meta tags and having header tags on the pages - what else is there to do? what are the standards?

about a million other things. SEO should play a role in the design/layout if that is a major concern of the client.

is it flash or html and css?
if its html and css... make sure you dont have graphic text, or at least make sur ethat the bulk of what needs to be (or searched) conveyed isn't graphic. make sure it is well organized and laid out using semantic code. make sure it is optimized for text-based browesrs / alternative browsers (phones, palms, etc...) or screen-readers.
you'll find meta-tags have little if any significance.
theres more to look into i'm sure, and flash sites are a whole different ballpark

Uh, not to be a wiseguy, but the answer is EVERYTHING.
meta tags mean nothing. Effective title tags, effective page file names, content effectiveness and keyword proximity, etc. are all way more important than meta tags.

its a bit of a dark art.

if your using flash make sure you have alternative content....
ie if its a menu , have a list version if there is no flash supported.

for HTML: don't have pure white text if you have a pure white background anywhere, or both black, or blue - in general don't have text colors exactly match background colors anywhere on your page, ever! even if your not _trying_ to make invisible text, some spiders will think you are...and they don't like being tricked! it's all voo doo...
sFIR is a good trick for having your fancy font headers and indexing them too:

you gotta _manage_ it too... (many medium-volume adwords! - not a couple pricey ones) and submit to all sorts of directories to help organic links... share links with other _popular_ sites - they'll bring your rating up.

Search - Foot Care in Charleston, SC - in Google.
The Foot Store, right? I didn't design that pig, but I did develop it... using only meta tags, and content specific page titles. I repeated what was needed like location, product/service, name and industry.
I'm not saying you should use ONLY this, but it does work for the right service AND budget. If you were to do an honest SEO job, you'd need more training, and money to research the plan for your client. Sorry so dry, but I speak from experience... not like everyone else who is just throwing buzzwords out there.
