trash the .pref file for the app(s) causing issues and have it rebuild them by default. sometimes depending on externals loaded, it can hang onto unneeded cache and cause a lag when it is trying to index said cache file when loading something else.
that, or the space-time-continuum theory...

Are you using Firefox? Could be that. I am finding that my version has slowed down recently on a mac.

i experienced it a couple of times, it happens for 2 seconds at a time
i dont use firefox
probably a higher priority process gets invoked in background, nothing to worry about

I did have to switch back to Safari after I upgraded to Leopard as it took a huge performance hit.
