what does it mean when a client says they want high knowledge around css/html? Does it mean they just want you to know about it or actually want you to code in it?

it means the client has absolutely no clue what they are talking about so they're throwing out phrases like that to sound like they do.

send him a link to that lemon tops site or whatever, and ask them is that level of "high knowledge CSS" is what they are looking for.

Sounds like they want a working knowledge of CSS/HTML
i.e., not have to code it, but maybe work with it

If this were an employer I'd say they want a someone who has a working knowledge; if it's a client, I'd say they want someone who rocks the CSS.

I'm with ukit on this... it means they want someone who knows CSS.
God forbid *they don't know CSS. I would assume they are hiring someone precisely because they *don't know it.
