We have to get into zoiks shoes for a second and try to see this from his perspective. If after effects is expensive for him, chances are that flame system never even crossed his mind. ;)
I think AE 6.5 on ebay ($300) is a good start, not sure if that is still expensive for him or not, you are a few versions behind but really most plug ins are still in development for the newer versions so its not that bad.

what programs do you have and what would you like to be able to achieve...... if you want to do after effects stuff unfortunatly you just have to learn it. Fifty dollars a month and in six or seven months you can start learning, give up the booze and cigarettes and fine dining for a while and whallop you've got a legit package :).

an alternative to AE could probably be Flash.
and for simple stuff. most video editors (finalCut, Premier, etc) have simple motion tools.
but nothing touches premier for the price and features... great program
