this happened to me last year and instead of confronting him i just completely ignored it and wore earplugs constantly.
since he knew he was being an asshole and i wasn't doing anything he eventually just stopped and it all went quiet for the most part.
it's just a dominance show and combating it just brings on the fight. imo
otherwise i'd have your wife speak to him as he's obviously not going to try out dicking her.

if you call the cops and they do nothing the first time.
keep a diary of the events - the time and details of his disturbances. if you have a dictaphone you might be able to speak these disturbances into it while recordign the offending noise in the background.this will help convince the police you are serious about your complaint and itl give it some backup that it happens all the time.

My flatmates can be noisy sometimes but I've never had anythng like the type of shit you guys have. Listen to this some by Brommhead's Jacket before y ou go round:

we were tired of our 1+4yr old kids picking up our neighbours gfriends cig butts until i caught the bitch in the act and shouted 'at least the one who comes alt weekends to you has the decency of putting them in the bin'.
we heard an argument and she left with her belongings and never saw her again... ha! i broke our neighbours relationship yo!

and on the noise front we've had the cops on our neighbours too - they couldn't do anything about noise (till 4am partys) so i told them they were dealing on the property.
think i split another relationship with that one too.

i confronted drunk neighbours another time over noise (didn't want to, but when your not sleeping due to having a new born baby) we were tired and had to. PLUS they did say if they were ever too loud let them know... so i did.
we're now speaking for the first time 3 years later. he turned the other neighbours against me to not speak too.
been a peaceful 3 years.
