Hey - Does anyone have any info or models for helping to evaluate the performance of advertising and promotional agencies? Would be a real help....

There are companies that do this. They act as the go-between for a brand company, and new agency. Sort of like headhunters, they will find the appropriate agencies that a particular client should consider in a review.
They have a particular name, trying to remember....

Erm... Well... I work with a roster of agencie and I have to evaluate the 'experience' we have had with each of them... so it's more like a mid-contract review, but need some info on what I might look at....

Yeah - we do full campaign evaluations and measure ROI. But we need to evaluate the actual working relationship a bit more effectively....

thats gonna be hard to measure and have effective report out of it
what you could do is create variables around, delays, requests, budget, turn around, response (anything that is normal relations per project bases)
create a matrix around the variables that correlate with vendor success
also counter in personal relationship rational card that you would need to distribute and collect internally and externally
you could create a 4x4 matrix that quickly evaluates than use that for the bases of the model.
what you are asking is relatively simple but effectively and accurately rating the personal relationship in any business is hard
look in to client management for investment banks, they do client relationship evaluation and financial models that supports it.
you can put tangibility on anything but accuracy maybe off.
