About to submit one, what are standard things that I should outline?
They want design, programming, & hosting but I only have a rough idea of the scope of the work.

travel/office/supplies expenses
if appropriate, build in art direction for photography and/or illustration
if possible, leave some space under misc. expenses for buying fonts
If you're using an hourly cost as the basis for a flat fee, give yourself at least 30% more time built into the cost than you think it will take. Web projects in particular can drag on forever because publishing online isn't as hard and fast as print.

- Outline some of the technologies you're suggesting and explain why.
- Outline your expectations in terms of client supplied materials (logos, photos, content, etc.)

sorry, gerald, I'm clueless with this because I never have any idea how long it will take--I try to give a range and make it clear that it depends a lot on the client himself

rand. i try and handle that sort of thing with if/then statements.
IF you give me this on this date THEN i can give you this by this date sort of thing.
aiga had a good contract doc a long time ago that i pulled some things from to make a proposal off of.
always pad a bit because lets face it, no project will ever go the way you expect it.

I believe I included most except time frame until i have a better idea of scope.
I will have sufficient padding for time/cost, regardless.

I also include an itemized list of the deliverables. That way you can define the scope in some way.
Very important - define what browsers your site will support. You do not want to build this thing for modern browsers and then find out your client is on IE5 or something and the site is "broken".
I usually describe what browsers i will build for and why i am building for them (SEO, js support, etc)
