I also include an itemized list of the deliverables. That way you can define the scope in some way.
Very important - define what browsers your site will support. You do not want to build this thing for modern browsers and then find out your client is on IE5 or something and the site is "broken".
I usually describe what browsers i will build for and why i am building for them (SEO, js support, etc)
