I built the site for an agency who decided not to pay. The check was supposed to have been mailed three weeks ago and all of my attempts at collection were ignored.

i garentee that if it was 'agreed upon' by an account manager for a 21 day payment and this was taken to court/arbitration, the agency would win as 'best faith efforts' in payables in the business world are 30-90 days.
i agree, you should be provided what you agreed to, but honestly it rarely works out that way.

well, it wasn't stated that the turnaround on payment upon completion was 21 days, he just said that the company said they mailed the check 3 weeks ago; obviously it wasn't received and the company hasn't answered any of his calls since. If this is true, then it's ballsy, yes, but deserved

Right, and I have gotten companies to pay me before 90 days, when they were net 90. A small business can not operate on those terms in all situations and many bean counters realize that.
