Will it ever have an impact? most importantly, is this actually true?

No, it's not exactly true.
It might've been 10 years ago, and it might well be in 10 years time - but LCDs currently the most-common monitor, it won't have any positive effect at all. In the old days, CRTs used less energy the darker the screen was, and in the future, 'LCDs' will be backlit by individual LEDs, partnering their RGB LCD 'pixels'.
There was a thread on this recently, search for 'blackle'.

er.. the bit I missed is that currently LCDs work by covering out an already-lit backlight.
