I have two email accounts and a different ISP's. One at my studio and one where I freelance. When I send emails out from my laptop they never go because by the time i get to my other studio the ISP has changed. Can I set up two outgoing SMTP's in Apple Mail for the same email address?
So I don't get bugged with can't use outgoing smtp server alerts all the time?

You can add an outgoing server.
Go to:
Mail > Preferences > Accounts > "Add Server" in the Outgoing Mail Server dropdown list.
BUT...
as far as I know there is no way to have mail try more than one server (if the first isn't working) so it will still pop up a message saying it can't deliver. But you will be able to select which server it tries to send from.
