PeterH, in my understanding a 10mm lens results in 10mm on _any_ camera. Although on APS-C sized sensor (like 350d has) the resulting image will be cropped with the 1.6 factor, delivering a 16mm-ish image. That's why it is called a 16mm equivalent.
The only difference between EF and EF-S is that you cannot mount an EF-S lens on a fullframe camera (neither could you on Canon pre EF-S APS-C cams, like D30, D60 and 10D). Even if you could mount it on a fullframe, (ie by cutting off the in-body-protruding part), you will get an ugly vignette, as these lenses are not designed to deliver full 35mm frame.
There is no difference in focal lenght between EF and EF-S though. An 18-55mm EF-S has exactly the same focal range as an 18-55mm EF would have, had it ever been produced.
So, Canon EF-S 10-22mm is a fullframe 16-35mm equivalent, EF-S means just that it fits 5 camera models only:
300D/Digital Rebel
350D/Digital Rebel XT
400D/Digital Rebel XTi
20D
30DPlease correct me if I'm wrong
