I dont mind the size of the navigational links, but I agree it is visually very busy.
With all the content they want to display, perhaps they SHOULD have considered making the masthead and main navigational elements smaller in size and used a different visual device to give them their stature.
Between the use of images with every entry in each section in the main body, and then having a sidebar, a main navigation, a sub-navigation (separate from main) and even some redundency – it is overwhelming.

I don't think it's too busy at all.
An organization like AIGA should have a front page that speaks to a lot of people and a lot of subjects...ala a portal-like interface, or news page interface.
I expect to see a page like this for an organization as big as AIGA, and I appreciate the effort that went into the redesign.
I think the site is more usable than before and from a coding perspective, it seems like they separated content from presentation, which is good. Site shows up fairly decently on my mobile device too.

i agree w/ rob1, tho. it's got a greater focus on content, which is huge. good-looking is clearly not their first concern, as should be expected.
still curious who designed it...
