you should be able to get something similar in illustrator cs2 by playing with the warp effects (effect -> warp). you can add multiple effects if you need to until you get it to look the way you want.

Illustrator.
Make an evenly spaced 45 degree angle grid that covers the entire image area.
Then play around with the align tool, you'll get almost exactly that.

very simple:
illustrator
draw a long straight thin line
object > transform > transform each
(use preview option)
move: enter very small number for h and v
rotate: 1 degree will do
click copy
now you got 2 lines, now click cmd+D endlessly to get desired effect.
( cmd+D is a shortcut for repeating last action )
