yes it did, as soon as bush entered office he killed off extensions on unemployment compensation.
that is a surefire way to make your numbers look better. less people on the dole if they can only collect 6 months of benefits. that's smart government. ;)

kyl3: Of course homosexuals are human. But this is not a quest for "human" rights, rather extra rights which currently are only given to heterosexual married couples.
As for weed, I don't think i need to go into detail about why this doesn't constitute a "human right". And as for it's design... I would not say it is "bad", just easily abused.

go past your religious view of marriage and realize that this is for end-of-life reasons, tax reasons and estate reasons and you should see that it is a civil issue.
