I do agree that #2 has more solemnity. and it even has a more "organizational" feel than the other ones.
Yea, all the layouts are pretty dark. I had done another brown/dark site for a Native American organization, and these guys said they wanted a site similar to that. Plus, I feel that the darkness pays respect to the fallen veterans more than a lighter site would.
As for the green, I was sort of going for the turquoise the natives use in their jewelry. Maybe it's not coming across as that color (needs more blue?)... monitors can be tricky.

nav on 1...... 3 is the strongest.... find a way to incorporate the flag along with desaturated images of vets on the top?

i think the first and third are the best. i like the first ones color schemes.
for a native american themed site i like the more natural colors of the first.
tighten up the drop shadows and such. seems like some are set a bit different.
also. some of the huge height wise headers might push lower content 'below the fold' and off the page.
id be careful of the height on them.

i like the latest revision, i just think the supporting colors give it a sepia toned look which makes me think ww2.
interesting how news footage influences our perception. just someting to think about.

#3 says all you need it to say, elegeant and has that historic feel to it, colors fit the theme

oh hell. didn't even see you posted a new one.
ok. now that i see it it's really nice. it's classy and has an old school feel to it. nice shadows and colors.
