PS Question: Sun rays from Center

OK, this is probably something super known to most designers and easy to do, but how the hell does one get the starburst/sun ray effect from the center of an image?

cut and paste from illustrator

you need a sunny day, a stick about a yard/meter high, a poster sized piece of paper, some string and a writing utensil.
put the paper on the ground, plant the stick in the center, tie the string to the stick near where it touches the paper, pull it taut along the stick's shadow and draw a line along the string. repeat every half hour. in twelve hours you should have a complete circle. sort of.
