You cant just price a banner like that. I would say the more animation or interaction the more money. First of all find the idea and the calculate the time use.

I charge $80 a banner with a minimum of 5 banners. Coded with click thru tracking (which is provided by the site to be placed on) which you can then charge more to research for them ;)
