Logo for a government/defense contracting company offering engineering services (Teleport, ISNS, Automated Digital Networks Systems, etc, etc). They do a lot of work for the Navy.
They've narrowed it down to #1 & #2. I'm not asking which logo you like; rather...I need help in how I can make #1 and #2 stronger. #3 & #4 are just other designs I thought you would be interested in seeing.
Any CONSTRUCTIVE criticism is appreciated. Thanks.

on #1, put the swosh behind the C... so when it is helping form a letter it is in front, but behind if not. That make sense? The C seems like it is getting cut... But I think it needs a lot more then just that
#2... I just don't like the font. I think if you used the font in 1 and the O in 2 it would be better. and a lowercase i for in.

hmm I actually think 3 is the strongest.
Personally I dont like the type on either, I especially don't like the mix of italic and roman, and they both look pedestrian and very dated, I wouldtry to address those issues, perhaps work the arc on 1 and the swoosh on 2 into new versions with more up to date type, these look like cheap dot com era ghosts.

Your third option is the strongest, but out of one & two, one is the way to go. (I'd make "in" smaller for legibility, though.) Number two reads "Networks InMcCean" to me.
