Yes the film is a prequel to the hilarious tv show.
The writers wanted to do something else afterwards, but couldn't stop thinking about this character.
The film was finished years ago but shelved, and due to Monsieur Colbert's cultastic, if not growing wide-spread appreciative, audience to catapult this movie into at least recouping the money it cost to produce it, plus the marketing (which is still next to none).

i saw one where a guy wanted the 10 commandments on a gov building...he felt it should be there
after a bit of chit chat...steven asked him what the 10 commandments where...the guy only named 2

Best SWC episode was the one where Jerri went on a date with Drake Rodgers. He takes a piss on her lawn just before picking her up.
