is there a program for PC that will allow you to browse fonts like in suitcase on a mac?
or any programs that will set an ABC123 of all your fonts for easy printing?

Best app for viewing fonts on PC is Corel/Bitstream Font Navigator
I have it on my server. It comes free with Corel trial as well. So I just extracted it and have it as a zip. No need for any installation. Just run it.

Font Expert has been pretty reliable of late:

That program should work right out of the folder, no need to install
it works on some machines and fails on others for some reason
other than that, it does exactly whatyou want
work with it a little more, maybe you can sort it, you should be able to run it from your desktop even
