looking for a good 3rd party UI theme manager for windows? One with cool themes and nice OSx-ish icons? Ive seen this elsewhere, but do not know the name of the application...anyone know of any?

don't use windows blinds or any of those. Just find the modified .dll online. If you do that you can implement themes and it won't take up much more resources than the standard themes.
