What ink do you use for something like this?

anything opaque on the underside would do it. it was probably screenprinted, although there are some expensive inkjets that will print with opaque ink if you're gonna do a limited run.

I think, in this instance, that the piece is done in 2-ply (judging by the holes at the top), with hunter printed on reverse, which would prevent see-through when the light is off.
You could use 'thermochromic' inks, which change with heat, and the only place I've come across them practically are from in sticker format from a company called Mercian Labels (UK).
I can imagine ink altered by light would be a permenant change, rather than the temporary one you are after..

you could use a light sensitive screen-printing ink for the man+gun. The problem is that the ink responds to light at the UV end of the spctrum so you'd need a UV bulb to achieve the effect. The good news is that the ink returns to its 'normal' (invisibe) state once the light is turned off.

So you could stencil/screen even white ink on one side and that would still work as long as it was solid? i.e. not made up from dots like an inkjet printer does.
