I watched some guy get stabbed at London Bridge station at 10.30pm on a Friday night.
There were dozens of people about, dozens of people stood there watching the fight. Dozens of people stood there like morons watching the guys leg it out of the station.
I was the only witness at the Crown Court and watched the guy walk.
If I was the victim, or his family, I'd opt for the full page spread of said morons.

Suggest a better way for the police to get these people to come in? cause this is the best way as I see it. cheap effective and puts pressure on them to come forward.
They could also however perhaps look athe surveilance footage and then erm find out where erm they no wait they could look at the photos and then erm nope I just can't seem to find a way th epolice can get these people to come in other than this.

All the websites (and articles) that have this info stress that these ppl are mostly wanted as witnesses, not suspects. But yeah, people will automatically associate something bad with them.

If this were the movies, the girl's father or brother or something would hunt down each and every one of them in the newspaper.
He'd do background checks stake them out, then torture them just to find out they knew nothing.
Then the last person they found in Belize, years later ... by order of deduction they will know that this person is in fact the murderer.
And they let them have it.
Cinematic glory at its finest, the poor bastard got what was coming to them.
And after the credits.
Turns out it was the wrong person, and no one knows who killed the man in Belize ... and a new newspaper clipping is shown ... TO BE CONTINUED!
