t-mobile did as well, but that's only for cell to cell service... if you have t-mobile and called a land line that wasn't quest chances are you got tapped.
as far as border patrol goes, this wouldn't be an issue if it wasn't an election year filled with reasons on why the government is screwing up.

40% of the forces in Iraq and Afghanistan are reserves or guardsmen. That is unheard of in an occupation. Because theoretically, this is no longer a war after "major combat" has been concluded.
