This may be obvious but...
You should probably stick it out for a while, just for the experience, as most other people here said.
My friend refused to do low-paying jobs with crappy-environments in the past and now she has an enormously tough time finding other jobs. She hasn't had ONE job yet and she's around 21 (her parents paid for everything too).
Anyway, all her friends can get jobs because we stuck through the crappy times. Most employers do care about experience before they give you more money.

For somebody with your level of experience anything from 20K - 30K, depending on responsibilities, size of company etc...
I would say just be happy you have a job. Learn as much as you can.

The money is in ASP cuz its an M$ technology. If you go into it you'll probably wind up working for a large corporation though.

CSS would help a lot, but so would those other ones. It would take years to grasp languages likes asp and php anyway, so just learn the basics first. And if you don't know html (and maybe flash) well, do those first.
Web is probably best to work with first.

I've done hourly rates, and monthly rates in the past.
It fluctuates based on the client, which reading from your first post will be on the lower end of the spectrum - which is okay.
