A friend of mine has a 1-3 day job doing scanning. It's in Long Island and pays $100 per day.
It's about 500 pages of clippings. They don't really know how long it will take to do that so they estimate 1-3 days.

If it's so necessary for them to scan things in, perhaps they should pay a bit more than $100/day. I don't care how easy that job might be, that's a crap wage.

Get a college kid to do it they are always hard up for cash. Scanning is not a designers job, its an interns.

it's 32,000 a year but that's if it's fulltime. Additionally, fulltime gigs offer benefits - if someone's piecing together freelance work the rate nearly doubles, to take into account the irregular schedule(which causes days of unemployment) and lack of benefits.
