bidding bilingual sites???

Help please....I'm trying to put together a bid for a company who wants their website both in English and Chinese. Would you quote it as two sites, maybe a site and a half?
Sorry if I seem clueless...this is a first for me and I just want to make sure I cover everything.
Any advice is appreciated ;)

you better want to figure out how you are going to add chinese content and make it China Communist Filter Proof™ as well.

I've done it with hebrew-where the problem is different writing direction.
you should probably take CMS into account—it may not be so simple.
Also, in some languages-different browsers provide different support (or flash-doesn't provide support at all).
also take into account space each language may take—the same sentence in german. for example, will take up much more space than the english version.
