select it in th toobox then double click on the artboard... it will bring up a box with options. You can adjust the radius of the corners there.

when creating the rounded rectangale to manipulate the corners, you can do it in 2 ways.
1. select the rectangle with rounded corners and clink on your document window and a dialog box will appear and here you can adjust the dimentions of the radius.
2. select rectangle wit hrounded corners and clink on the document window and hold the mouse button and the up arrow and down aarrows will either raise or lower the amount of curvature given to either make the rounded corners sharp edges of perfect half circles. un clink when desired curvature is reached.

or to put it another way, when you use pirated software, there is no manual.

just to confuse the issue some more, you can also draw normal rectangles and go to filter>stylize>round corners.

but what I'm wanting to do is to draw a rounded square then after it is drawn, be able to manipulate the radius of the corners with a number input

if you want some room to play with it while you design, your best techique is do what greedo said; draw with regular rectangles and then use the round corner filter to adjust a tweak.

draw a regular rectangle.
use effects round corners to set the radius.
double click round corners in the appearance palette if you want to adjust it afterwards.
