My family had a golden retriever that was a former service dog. he could pick up the phone, open the refrigerator and grab things (though he couldn't differentiate between bud and bug light), and relieve himself on command.
If I was outside with him and said, "Artie, GO NOW!" he would sniff around quickly and pee.

I think the question here is "can they look down?"
i only say this because if you feel he can look down, the inverse would be that he can look back up,
seems pretty self explanatory to me
