If you go crt test your compression on a lcd. What looks good on a crt often looks overcompressed on lcd. I see it alot on peoples sites and also when you watch digital tv on a plasma or lcd.

http://www.azatek.com/They have extremely affordable Grade A (refurbished, but perfect) monitors. Lots of excellent CRT's usually.
I've had nothing but good experiences with them. Their monitors come with a warranty and many of them ship for free if you reside in the US.
I bought a 21" trinitron through them about 6 months ago. I loved it so much, I bought the identical one 3 weeks ago and I'm currently running dual 21" CRT's. I'll never look back. They also do full diagnostic checks before they ship their stock to you.
LCD's serve a purpose, the true colour of CRT's, lack of risk of dead pixels, and multiple resolutions are what I look for.

I have had a couple of these viewsonic monitors for over 4 years. P220f. they are 22" and have really come down in price since the lcds have become so popular.

they are both below your budget.
I have used lacie at work and they are really nice too but not worth the extra cash.
