20 countries have offered help to the US. Twenty. Assistance ranged from medical teams, boats, aircraft, tents, blankets, generators and cash donations.

Hmmm..sound like to me he's saying that it's basically there job to be the initial responders to an emergency of this scale.

FEMA has ALWAYS been right at the forefront of managing every disaster in the US for seventy fucking years.
Two years after getting shafted by Bush, rolled into Homeland Security and having a former lawyer who oversaw the Arabian Horse Fund run the agency it fucks up just when we need it the most.
