FEMA didn't have the resources? Oh come on man. They've been around for seventy freakin years. This IS WHAT THEY DO. Thi sis what they are paid to do. Hey, here's Mr. Brown, you know FEMA's top guy a few months back:

Hmmm..sound like to me he's saying that it's basically there job to be the initial responders to an emergency of this scale.
Oh, yeha, that quote was taken from an article about an investigation into FEMA bungling the payouts to victims of Hurricane Frances.
FEMA has ALWAYS been right at the forefront of managing every disaster in the US for seventy fucking years.
Two years after getting shafted by Bush, rolled into Homeland Security and having a former lawyer who oversaw the Arabian Horse Fund run the agency it fucks up just when we need it the most.

It's a joke. The issue about rebuilding the leevees in NOLA has been a major issue for years now.
Besides New Orleans is the major transportation hub in the Southern US. A hurrican there would obviously disrupt that. Gee, I don't know. Maybe an issue for a department called Homeland Security to worry about...
