you want to set one up yourself or petition your local government to implement one?
setting one up yourself will take a lot of backing and I'm sure time consuming.

oh, and good luck!
many cities have sucessfully built great parks in recent years so your city will have something to reference.
different than back in my day.

I would suggest looking at skatepark sites on the web, write to their owners, builders, reps, etc. and ask what they did.
Many of the advocates of skateparks would likely offer you advice about what they did. It's crazy how many parks have been built around the country in the last 5 years. Probably more than there ever was during the boom of skateparks in the 70s.
So many cities are getting behind them, and offering skateparks alongside other public recreation areas. Granted, Chicago is the 3rd largest city in the US, but we have two free outdoor parks here, and they're talking about another one close to downtown that mimics more of an urban environment to keep skaters off private buildings and such in the city.
Best of luck - you'll have a blast if you get around to helping design one.

check out these guys:
http://trueride.com/they'd probably have more than a couple tips on how to get resources and such together from the city and how it happened in other cities.

you need to have a lot of parents on your side. The city depts don't listen to kids.
Also, do a lot of research so when they fire off reasons for not putting up a skatepark you can tell them otherwise.
