you can just strip the bits you don't want out of phpBB and change the styles so it looks like what you want...
How to start a style:

Jay I am right with you on phpBB2, it seems to have too many features, too much code, smilies, etc.
Coincidentally I am looking for a much leaner board....I will share my results.
[goes to hotscripts]

I use invisionboard on my site and usually just reskin it by stripping out a lot of the crap and dodgy images.

phpbb2 has had a FLOOD of security holes lately (including one yesterday that allows arbitrary PHP execution). XMB is equally bad.
If you want something along the lines of PVN, I'd personally recommend writing it yourself. In any event, I wouldn't recommend phpBB2 as a starting point - far too complex for what most people need, just asking for problems down the road.

Just went through 22 pages of Hotscripts >>> php/mysql >>> discussion boards. These are what I consider the slimest in look and function. Note Further investigation is needed:

Vanilla is in final stages of pre-release testing and it's great. Unlike any other board out there. Wait a month or so.
Otherwise, punbb is pretty light and intuitive.
