I don't think it matters what specific background or technical skills a CD has. If it's copywriting, then they're not going to know Flash or 3D.
I prefer to work for CDs that are ex-copywriters because I'm a designer by trade.
CDs should be researching industry trends, emerging technologies and innovative ways of reaching consumers. They also recruit and build departments, deal with freelancers and keep the dept. aware of its members's skills.
