late paychecks

This is the third or fourth time that my company has been late with our paychecks. When this happens, it generally comes the next day, but I still find this very unprofessional. What would the reason for this be? Interest free loan for a day? It's no accident.

My guess is the person in charge of signing them or preparing them is busy/lazy.

this is freelance but the boss was smoking up before i left yesterday, when i left he was like "ok let me writ you a check"...got up (to go to his desk) for 2 seconds, then just sat back down.

oh man. get your next check from him when he's high. then two day later go back and do the same thing agan. repeat until caught, then deny it saying 'dude, you're so high'

my company hires freelance translators to translate our content.
the other day, one of the translators sent me an email (not sure why she sent to me...i'm not in charge of her) demanding her paycheck - saying she hasn't received the last 5 pay checks.
contacted VP of production regarding the issue - apparently VP of finance has ordered the payroll to not pay them until they demand.
what an a-hole.

as far as finance stuff goes, no, we're no longer borrowing money except from investors (we haven't gone public yet), but to impress investors, they are trying to be cash flow positive some time this year, which was the reason VP said "no pay on freelancers unless they complain", still totally fucked up though.

He was probably referring to me. I guess one day late is better than not getting it unless we demand it. Well, actually, on special projects where we are paid extra, we basically have to demand to get paid on them.
