im no expert but its cos peeps are travelling in through the chocolate highway on the regular these days so cosmetically that specific area is a lighter shade and closer to the skin colour of those with light skin.

I was going to clarify the same thing salisae did, it's not the hair, it's the actual skin.
It is also popular to get the femalian labia bleached as well, so I've heard.(Trying to keep this tasteful...)
Can't really think of why this is done...The actual privates I can understand because I've read of many women being insecure about their labia being a darker color or not as light in color as they assume it should be.
The backdoor, though, considering there's only a few "poses" one can put themselves in so another can have a bird's eye view of that orifice, you have to wonder how insecure they are about it's appearance when not many people get a look at it.

whilst in london last year i saw this being done on 'Plastic Surgery Live' from hollywood. they had some chick on all fours and ass spread while the bleaching lady went about her business. They interviewed the girl while her ass was being bleached. Hilarious!!!!
