websites can only block them if they either actively research themselves or other people notify them. the first one's prolly never gonna happen untill someone getting sued big time.
but can you sue? when is it copyright infringement? i know different countries have different copyright rules regarding typefaces. i think that there are even countries where there's no copyright on typefaces at all. that could play a role. anyways, an other root problem is the fact that people want everything for free. so why buy candice? why notify someone? download, ready, set, go.

true, but it's not necessary bad. check dafont calligraphy theme for instance, do 50 on 1 page, there are 3 or 4 that have multiple scripts type layered into 1. i think it was 2rebels who started this. but all of those look nice (although it has the same feeling). it's easy. i did a couple as well btw.

The font right owners - they should notify and at least threaten to take legal action. I guess there aren't too many free font sites, so it's not as much work as it seems. But I might be wrong, apparently there's a reason they are not doing this.

must be. i mean there are big font foundries who have enough financial means for sueing. smaller i can imagine that they don't feel like sueing.
i also wonder how much does one need to alter a font in order to have no copyright issues? could play a role as well. afaik with patents you only need to change one thing and the patent's not valid anymore.

Speaking of rare fonts, I've been looking for the recent German OCR license plate type and I have no idea if it exists in ttf form at all.
