Does anyone know of any shops that classify themselves as "Design Consultants?". What exactly do they do?

I don't really know of any design consultants but I'd imagine they just win the work and outsource it to a freelancer and charge the client the freelancers fee + their fee.
That's what I'd do.

no.
i do more and more 'consultancy' on my part.
to me it is advising clients on how to profile their company, what means they can use to strengthen their identity etc.etc.
and they pay a fee for that.
in most cases i create work for myself this way as well, if that is the case i usually don't let them pay a fee, but it all depends on the size of the project.

For my part, i once started my company (six years ago) and started designing websites for clients. But more and more it became an advisor for clients for strategy (where to advertise, wich media to use) and so on.. (find printshops for the work, contract freelancers to work on our projects) that now my company is 'almost an empty shell who gets the clients and puts a first approch to the project and then outsource it to freelancers, and just pick up the profits. My adice, put in around 40% margin. Good luck.
