Ok jake, as I suspected... the quote is ripped out of its respective context. The point of Piper's article is to contrast the limited power of Satan with the Sovereignty of God. The thrust of the article is "...another example is the curse that lies on this fallen earth." just as I stated above, we live in a world that is subject to certain "laws" because of the original fall of man. God can choose to intervene in certain events under this "curse" and he can choose not to.
I'd recommend reading the article completely.

so, by saying that God is the "decisive cause" Piper is saying that even though Satan is often directly responsible for such calamities, nothing he does falls outside confines of God's sovereignty. In other words, God is ultimately in control though he doesn't actively "cause" such things.
There's actually some weighty theology going on in that article... never safe to just pull a quote out of and use as a prooftext.

i hate when in debate, people tie agnosticism with faith.
i can say with a shitload of faith that my personal rejection of the societal structure known as religion (in all forms) has more to do with logic than beliefs.
